Keeping the 1.0.9rc3 tag (was Re: libusbx is dead, long live libusbx!)

Anyway, let's cut this whole story short, since we have more important 
things to address.

If both Hans and Xiaofan want the RC3 tag to be left in, I'll leave it 
in (and I'll make the rc3 branch public on gitweb, because it doesn't 
make much sense to have a public tag without an equally public branch 
there). If any of them prefers it gone, it's gone.
