libusbx-1.0.10-rc1 now available

I also uploaded a Windows binary snapshot.

Some random elements:
- the maintainer's directory is called .private, which I hope should be 
out of the way enough for git users (and it is of course not included in 
the tarballs)
- If you are a libusbx git maintainer (Hans, Ludovic, I'm looking at 
you), please make sure that you create your .git/hooks post-rewrite and 
pre-commit files, as per the instruction at the top of in 
.private/post-rewrite.sh and .private/pre-commit.sh. Else, if you commit 
and push anything, the version will not be updated.
- I was planning to produce the tarball on MinGW, since I upgraded it, 
but the problem with doing so on Windows is that all the sources would 
be CRLF'd (and dropping autocrlf from git would probably mean I'd 
commits CRLF here and there without noticing, so not really a solution). 
Thus I'm going to continue producing the tarball on Linux.
