I applied this patch locally and re-ran the timezone test.
On output, I see:
Africa/Casablanca: day 000: first failed: libc 2008-09-14 12:00:00 dst 1 != libical 2008-09-14 11:00:00 dst 0
Africa/Casablanca: day 014: okay again: libc 2008-09-28 11:00:00 dst 0
 *** Summary: 400 zones tested, 14 days failed, 145986 okay => 0% failed ***


Is that ok?  Should I commit to the freeassocation SVN repo?
