[LEDE-DEV] [RFC 0/4] mac80211: update to backports-4.13-rc6

This updates mac80211 to backports-4.13-rc6 based on kernel 4.13-rc6.
This was compile tested on multiple targets and runtime tested on a
lantiq device with ath9k and ath10k.
I plan to create an official backports release based on kernel 4.13-rcX
and use that in this mac80211 version.
Please test this and report back the results.
