    hostapd: respect fixed channel BW in HE20 mode
    
    When using htmode 'HE20' with a radio mode that uses wpa-supplicant
    (like mesh or sta), it will default to 40 MHz bw if disable_ht40 is not
    set. This commit fixes this behaviour.
