Reason for closing: Different project
Additional comments about closing: If dnscrypt-proxy is the issue for the slow startup, please open a ticket at the (external/additional) [[https://github.com/openwrt/packages/tree/master/net/strongswan|packages feed]] which has its own bugtracker. Dnscrypt is not part of the LEDE base system. 

Do not get confused by the fact that it is in the OpenWrt repository. The packages feed is compatible to and used by OpenWrt as well as LEDE.
