[FS#1096] usb mass storage : /dev/sda1 doesn't appear

Details - I have an external USB 1.1 drive, which works with other devices, that doesn't appear to come up as a device in lede.

The device appears with lsusb -t:

However, /dev/sda1 isn't present.

I have a WNDRMACv2 and am using `LEDE Reboot 17.01.4 r3560-79f57e422d / LuCI lede-17.01 branch (git-17.290.79498-d3f0685)`
