it is unique because default eeprom template has not been programmed with 2nd MAC address (or 3rd or whatever) before flashed to device. users should fill it themselves i guess.

that was my eeprom dump and you can see those bits from 2E are same on other dumps https://lists.openwrt.org/pipermail/openwrt-devel/2015-February/031039.html

you can see in MT7620_EEPROM Content v1_6.pdf eeprom for standalone router operation or flash breed bootloader that will display 00:D0:59:60:00:04 as one of the addresses
