My first guess is you are still using packages from http://downloads.lede-project.org/. Even for a self compiled image, http://downloads.lede-project.org/ is configured as default package source.

Please add a full log (from the beginning) that shows how you are installing a package.

Well, that doesn't make any sense to me. If you had choosen "*" for openvpn (-openssl) why do you need to install the package via opkg? OpenVPN including all dependencies should be included in the image. And yes, including packages does work for me.
