Update, I started trying to track down specifically which rev broke things for STP, and have discovered my original working build was prior to the CC release of openwrt, had kernel rev 3.18.19.  I just finished  scratch build of openwrt CC which has kernel 3.18.29, and it's broken there too.

Going to continue working backwards to find where this breakage started.
