That sounds like a rather special requirement to me. Simply install the coreutil or use the openssl utility for base 64 de- and encoding. I adjusted the coreutils descriptions in https://github.com/openwrt/packages/commit/630a41fd052e18cb758cce291d502610a9422743 to not imply the immediate availability of equivalent busybox applets.
