[FS#69] No support for base64 or uudecode in base system

Details - The base system has no way to transfer files over ASCII — neither base64 nor uuencode appear to be included.  I'd be grateful if you could compile busybox with support with either of those.

On a related note, the documentation of coreutils-base64 is a lie:

 package, since the functionality in BusyBox is more than sufficient.
