the message happens upon an ordered shutdown. this means it received a ubus call telling procd to reboot or a signal was received (SIGTERM/USR1/USR2). you could try running procd in debug mode and see if there is more useful info telling you about the origin of the reboot. 

i attached a patch that you can test that makes procd a little bit more verbose
