It is caused by the Luci statistics config generation code:
root at lede:~#  /usr/bin/stat-genconfig
iptables v1.4.21: can't initialize iptables table `raw': Table does not exist (do you need to insmod?)
Perhaps iptables or your kernel needs to be upgraded.

It accesses the same iptparser.lua as the firewall status page.
