[FS#336] ramips: DIR-610 A1 (F25L32PA ROM) stops persisting on cold boot

Details - Hi, I am using a DIR-610 A1 with LEDE, but it isn't persisting new data after cold reboots.

LEDE_from_http_recovery.log -- shows it persisting data across reboots while recently flashed
LEDE_from_working_warm_to_cold_boot.log -- shows what happens when power and all cables are reconnected and a cold boot starts. It remembers old data, but doesn't save new data.

Also note that even sysupgrade to another OWRT distro or 'mtd -r erase rootfs_data' does nothing.

OEM.log and OEM_cold_boot.log -- Shows OEM persisting on cold and warm reboots.

15.01.log -- gkgw asked to add a 15.01 log. It never worked, this is a kernel panic on first boot.
