it is not a political decision and it is not related to luci. the simple fact is that in some use cases of the  atm driver depend on the brctl tool. that is why we have a dependency in place. it is pure techincal and imho correct. the dpe could be a little more elegant if the build system provided some additional feature.

as for the smiliies, i dont buy that excuse. please refrain from such accusations in future. you very correctly pointed out #12 which we high value.
