Thomas, as far as I can see, your only concern is that the package is installed. It doesn't break anything or make things worse for you. If we remove the br2684ctl package, some users aren't any longer able to use there xDSL line without installing an extra package.

But let me give you one more example why br2684ctl has to depend on kmod-atm. I'm aware of one user from the states who has to use dhcp over atm (without ppp layer in between). To get this working he need to use the atm ethernet bridge. If one uses pppoe over ptm, there is no need to have an _atm_ bridge at all.

As written before, the atm ethernet bridge might not be required for your line, but there are users out there who rely on an atm ethernet bridge. I still don't get how one can derive from an example where pppoe is used, that LEDE targets a particular nationality. As outlined above, it's rather the other way round.
