Preparations for v2.12 release

The way I've made releases in the past directly from the main branch
does not really work in practice with the other conflicting needs for
getting some changes committed quickly and not really wanting to freeze
that branch for extended time. As such, I'll try something different for
the v2.12 release to get it finally out.

I've added a new branch 2_12 into https://git.w1.fi/hostap.git
(see https://git.w1.fi/cgit/hostap/log/?h=2_12). This is based on about
a week old snapshot of the main branch to avoid pulling in the new work
on UHR (Wi-Fi 8), but with some of the later commits (mainly, fixes or
extended testing coverage) git cherry-picked. My plan is to eventually
release v2.12 from this branch after at least a couple weeks of time for
testing and finding any regressions from recent commits, if any.

I would encourage testing the snapshot of that 2_12 branch and reporting
any issues you find it. Any fixes are expected to be applied into the
main branch and git cherry-picked into the 2_12 branch in cases where
they address a significant enough issue and do not feel risky to cause
regressions. There is no plan to add any new functionality into that
branch, but the main branch will continue to be open for continuous
development.
