This breaks hwsim test cases he_downgrade_40mhz_plus_minus_to_20mhz and
he_downgrade_40mhz_to_20mhz. I did not look at details on what exactly
is causing this, but something breaks the check for usable channels in
this special case where a 40 MHz channel has to be changed to 20 MHz
due to regulatory constraints.

I applied patches 1-3, but cannot not proceed with the other patches due
to this regression to existing functionality and the dependency implied
in this commit message.
