[PATCH 3/3] nl80211: remove support for use_monitor

Using nl80211 for management and EAPOL TX/RX has been
available in the kernel for over a decade, including
TX status for data frames starting from kernel 3.3.
Remove support for (cooked) monitor TX/RX, leaving a
simple non-RX monitor for unencrypted TX testing.
