I can build wpa_supplicant and eapol_test without such a change on
Ubuntu 22.04 beta with only OpenSSL 3.0 installed on the system. Sure,
there are still quite a few compiler warnings from the use of deprecated
functions, but as long as -Werror is not used, this should work just
fine. And if someone does want to define some special parameters for
OpenSSL, that should be done in wpa_supplicant/.config instead of
hardcoding them to be used from a Makefile.
