[BUG] wpa_supplicant in SAE mode kills AP on same PHY

There is no such code in the upstream hostap.git repository, i.e., the
topic of this mailing list.. In other words, this is a custom
modification of wpa_supplicant and any discussion related to that should
likely be somewhere else (i.e., wherever that code is maintained).
