There is some minimal support to allow some parts of hostapd to be built
on Windows. That said, I have not tested that in years and it was really
only meant for some compilation testing.. Anyway, this will not give you
any access to NDIS drivers, i.e., you would get only functionality like
the RADIUS/EAP authentication server, not Wi-Fi functionality.
