SSIDs being broadcast during PNO?

Hi everybody,

Apologies in advance if this is a stupid question, but I'm trying to
understand more about PNO. (I haven't been able to find much
documentation via the normal Google searches.)

In particular I'm trying to figure out why wpas_start_pno() in
wpa_supplicant/scan.c doesn't take into account the value of the
scan_ssid field in the wpa_ssid structs when deciding what probe
requests to send (the way, for example wpa_supplicant_scan does).

In other words, what I'm seeing is that even though all the SSIDs
might be configured to not have specific probe requests sent during
scanning, specific probe requests for those SSIDs are still sent out
during PNO. Is this a bug? Or am I missing something about how PNO
works that makes these specific probe requests necessary?

(Alternatively, why couldn't wpas_start_pno() just send out a
broadcast probe request if none of the SSIDs are configured for
scanning with specific probe requests?)
