P2P provision discovery request check

Hi all,
In the P2P spec, it doesn't mention that whether to accept a
provision discovery request from a P2P Device should be decided by
the P2P group id. But in p2p_build_prov_disc_resp(), the P2P group id
should be matched to be accepted, is it reasonable?
