Hi Matt,

you could probably built this into wpa_supplicant as a
"background-scan" module. E.g. look at hostap/wpa_supplicant/bgscan_*.

Would you could do is to give "points" to access-point, based on
signal strength and what the APs reported in this QBSS information
element. Then decide which one you want for roaming, and ask
wpa_supplicant to roam to that specific one.
