OLBC HT AP detected - enable protection

When trying to run HT40 on channel 149, we see this message in the logs,
and stations cannot scan the AP (hostapd is running though).

31.087832: OLBC HT AP detected: c0:c1:c0:38:e1:cb - enable protection

The c0:c1... AP in question is running in 2.4Ghz band.

If we disable HT40 then it comes up fine.

Is this expected?
