yes it is. But you need a recent kernel and iw tool.
If I am not wrong you need both linux and iw 3.8 (at least).

And in the iw help output you will see:
"	dev <devname> scan [-u] [freq <freq>*] [ies <hex as 00:11:..>]
[lowpri,flush,ap-force] [ssid <ssid>*|passive]"

ap-force is what you are looking for.
