802.11u issue

This looks like an issue with the driver not supporting off-channel
operations. Though, I would have expected to see another debug message
from driver_nl80211.c giving a more descriptive error code before that
off-channel failure message.

I'm not sure whether this driver supports the needed remain-on-channel
or offloaded Action frame TX operation, so this would be more of a
question to the linux-wireless at vger.kernel.org mailing list.
