status of HS 2.0 in hostapd

Most of the Hotspot 2.0 Release 1 functionality that is in scope for
hostapd (i.e., not including things like Proxy ARP support) are
supported.

The is no public specification for release 2 at this point in time and
as such, it is not supported.
