hostapd config parameters control

Hi

In the current implementation of hostapd , once hostapd is executed with the
given config file , it is not possible to change the configurations during
runtime. If at all the configurations are to be changed , hostapd needs to
be terminated and config file needs to be changed.

Query
====
Why is it designed so ? why configs are not allowed to change dynamically ?
Is it because each and every config needs a restart of the entire process ?

Please clarify.
