What exactly do you mean with "crashing hostap daemon" (vs. "becomes
unresponsive")? Action category 3 is Block Ack and those are processed
in the kernel code. As such, they are indeed unknown to hostapd, but
that by itself does not really indicate any issue, i.e., this is
expected behavior.
