P2P connect doesn't work

Did you run p2p_connect command on both devices? This code 1 is expected
behavior when you have not accepted the connection on the recipient.
Once you enter matching p2p_connect on that device, the connection
should be formed (i.e., you will see another GO Negotiation going
through at that point).
