handover: client network configuration

I have cofigured two APs (802.11r, hostap).How to issue the problem of
network configuration on client.

when i use DHCP and I have delay of 20sec because client requires address
from second AP.

when i set static IP then is problem with setting of default gateway (ip
address of AP1 or AP2)

Does the IP address and other network settings stay same on mobile device
switching from one to another AP?

how to solve those network configuration issues?
