600 kB sounds awful lot compared to what really should be used.. How did
you measure this? Could you please send the .config file you used to
build hostapd? What kind of runtime configuration are you using (mainly,
which security mode)?

Unless you are using internal EAP authentication with a method that uses
TLS, the memory use should be quite minimal, i.e., just couple of
kilobytes per STA.
