how to enable data transfer?

Hi,

I'm running the wpa_supplicant in windows. 
The supplicant finds the AP and goes to the WPA_CONNECTED state.
The question is how does one start transferring data using the interface.
The windows Wifi interface is still in disconnected state and has no IP address.

I tried to do force dhcp on the interface and also assign static address, 
but doesnt help.

Could some one give clues on how to enable data transfer?
