I have suspicions, but don't know for sure. I suspect hostapd does not
implement a RADIUS accounting server (on any machine), as accounting is
usually not needed to authenticate clients.
I've just looked at the http://w1.fi/hostapd/ page, and it says hostapd
supports "...RADIUS client, EAP server, and RADIUS authentication
server"; I assume that means no RADIUS accounting server.

You were getting a "connection refused" because nothing was listening on
UDP port 1813 -- this would be consistent with hostapd not supporting
operation as a RADIUS accounting server. There could be other possible
causes as well, though.

If hostapd does do RADIUS accounting, then yes, that *should* work. But
see above; I don't think it does.
