Is there a way to put wpa supplicant only in scan state?

Hi All,

 Is there a way to put wpa supplicant only in scan state?

I mean can we have some configuration in wpa_supplicant.conf using
which I can put wpa supplicant in scan state. It should never try to
get associated with any of the APs available in that network.

Even it should not get connected to non-secured APs also. It should
just get enabled and should return the scanned info.
