They are Information Elements that tell clients what encryption
algorithms and authentication methods the access point supports. If you
are attempting to connect with WPA or WPA2 and your AP does not provide
the WPA or RSN IE in its beacons, then either the AP is not configured
correctly, or it's broken. It must be broadcasting one or both of these
IEs to allow clients to connect with WPA[2].
Don't rule out ndiswrapper being stupid though; can you connect to other
WPA/WPA2-enabled access points with your wpa_supplicant+ndiswrapper
configuration?
