If "hostap" here is referring to the Host AP driver, no, there is no
support for WMM or 802.11h and there would be not much point in
supporting either one in an old Prism2/2.5/3 cards that are IEEE 802.11b
only..

hostapd has support for negotiating WMM parameters and if the driver
supports WMM (e.g., net/d80211 with driver_devicescape.c), this includes
full support for WMM. IEEE 802.11h is on my list of things to merge into
hostapd from Devicescape version.
