configuration in the wpa_supplicant modules diagram

On the first page of Developers' documentation for wpa_supplicant, there
is a "configuration" box connected to the event loop. Here is the URL
link for your convenience -
http://hostap.epitest.fi/wpa_supplicant/devel/.

Can someone tell me what does it mean by the link  between configuration
box and event loop? I think configuration is the config.c file, but this
file does not communcate with other modules using event loop.
