Yes, that's correct.

wpasvc.exe used to hardcode ctrl_interface to be "udp", i.e., enabled. I
changed this now to read the value from registry (ctrl_interface string
value in HKLM\SOFTWARE\wpa_supplicant\interfaces\0000 key). In other
words, the next version will require the ctrl_interface value to be in
registry or the (per-interface) control interface will not be enabled.
