How to use ioctl in my own userspace program

I want to do more L2 handoff experiment and have done it in the driver.
But for some reason, I must implement the algorithm in the user space.
So I want to know how to use the hostap ioctl.
For example, I issue cmd "iwlist wlan0 scan" and I will get the
reault in the shell. But how to do it in my program?

In window, we can use "ipconfig renew" to obtain a new IP address
using DHCP. Is there a similar command in Linux to obtain a new IP

from a DHCP server?
