Using hostapd for MAC ACL is not supported with drivers that take care
of IEEE 802.11 management (authentication and association). There is no
mechanism for doing this currently since the driver has already
completed associatation at the point when hostapd would be informed of
the new station. In theory, this could be implemented, but changes would
be needed both in the driver and hostapd. Taken into account how easy it
is to change the client MAC address, this kind of authentication seems
somewhat pointless which makes it less likely to be implemented.
