Adding associated stations

I am running hostAP 0.0.4 on kernel 2.4.21 (redhat 9.0)
I need to transmit a packet to a station that is not associated with
the AP. The station may not receive the packet and I am not looking
for any response from this station.

If I try to send the packet there is an error where in the hostAP
rejects transmission to station not associated with the AP.
Is there any way that I can add a MAC address as associated station for AP?
