prism2_tx_timeout() card reset doesn't trigger wpa_supp licant reassociate

Just following up on Duncan Grove's email regarding the lack of
reassociation after a timeout caused by a "not ready" on an iPaq.

Did anyone have any thoughts as the the problem?  If not, I might
