Both forms of entering the pre-shared key should work. In general, using
ASCII passphrase is probably easier to get working even though it takes
a bit more time to process the configuration during
hostapd/wpa_supplicant initialization.

It looks like the NDIS driver you are using does not include WPA
support. If this is indeed the case, it cannot be used with
wpa_supplicant (or any other WPA supplicant implementation for that
matter) for WPA-enabled modes. You would need to get an updated version
of the driver for this (if available).
