Question about instalingl hostAP driver

Hi:
I had install the pcmcia-cs-3.2.7 and hostap-driver-0.2.0, however, the card could not work as depicted.
In the README file,there is "You will then need to restart cardmgr to load new configuration from /etc/pcmcia/hostap_cs.conf." What does that mean? 
After I had typed "cardmgr -c /etc/pcmcia ",the shell told me that"cardmgr[1790]:no pcmcia driver in /proc/devices.What's wrong?
