Wireless Speed Issues

I am have a 'weird' issue with hostap. 
First What I am running
Redhat Fedora FC2 
2 Dlink 650 cards (One in Master one in Managed) (Iptables doing the natting) 
Client machine is running a Orinoco Gold Card

The issue, 
It appears that the client is transmitting at 11mbit 
the Ap is only transmitting at 1mbit (See Attachement) 
and my pings bounce from <10ms to 70-130ms randomly. 

Any thought/test I can do to narrow down it issue?
