HostAP and DHCPd problems

I'm having trouble with the DHCP server running on wlan0.  Sometimes my 
laptop will actually be able to get the DHCP Request/confirmation across 
the WLAN, but most of the time it does not.  When it does actually get 
an IP address from the DHCP server, the signal is rock solid for hours 
on end.  The connection is fine.  I'm getting 90%+ Link Quality and 
Signal Strength (as reported by the SMC card manager on my windows 
laptop), but the most of the time I just cannot get my laptop to talk to 
the DHCP server. Has anyone else run across any problems like this and 
how did you fix it?

OS: Debian Linux, Kernel 2.4.21

Card in HostAP box:  D-Link DWL-520 with Firmware 1.4.9
